When was Bedford last re-assessed? Bedford
recently completed a town wide valuation update with values as of April
1, 2008; the previous complete re-assessment was in 2004, The 2008
update project was conducted by in-house staff with the assistance of
Vision Appraisal, with review by the New Hampshire Department of Revenue
Administration.
When will the next re-assessment be? Legislation
passed in 2002 states that each municipality must "value anew" all
property at least once every five years, beginning in 2003. In Bedford's
year of assessment review, 2003, it was determined based on both
assessment statistics and that the last revaluation in Bedford was in
1987 Bedford had to perform a complete revaluation for 2004. As such the
first update occurred for April 1, 2008, and the next
update/re-assessment will be scheduled for April 1, 2013.
Why are properties being re-inspected? As
stated above, we must value anew for our next year of review, 2013. To
accomplish this and to save the town a lot of money in the process, the
Bedford Assessor's Office will conduct ongoing
re-inspections/re-verifications of all property in Bedford. We will
begin with properties not entered during previous revaluations and then
proceed from there. In addition properties that have sold properties
with building permits, and properties not completed the previous year
will be re-inspected, We are doing this so when values are updated in
2013 the most accurate and up to date information will be used. A
majority of the re-inspections will be conducted by our Assistant
Assessor, Doug Irvine. He will have a town vehicle, a photo ID, and a
letter of introduction signed by town officials. He will be the only
person doing these inspections beside myself (William Ingalls, CNHA,
Town Assessor). NO ONE else will be re-inspecting without the public
being made aware of any changes; public notice will be given through
Bedford Public TV and local newspapers. For example in 2013 there will
be folks from the New Hampshire Department of Revenue Administration
(DRA) doing some random re-inspections as part of the 2013 assessment
review process. He or she will have the necessary identification, and
notice will be given to the public at the appropriate time.
We
thank you in advance for your cooperation, as we are just trying to
make sure the information used in the update and in the Assessor's
office is as current as possible. This will only take a few minutes of
your time and will go a long way toward clearing up and/or preventing
any discrepancies between property assessment records and what is
actually there.
When are taxes due, and when does the tax year start? The
Town of Bedford bills for property taxes twice a year, and the bills
are due July 1 and December 1 of each year. The July bill, known as the
spring bill, is for the period from April 1 through September 30, The
December bill, known as the fall or final bill, is for the period from
October 1 through March 31 of the next year. The actual tax year is from
April 1 through March 31 the following year, as opposed to a calendar
year from January 1 through December 31.
